The Asia–US East Coast short cut, and the one major chokepoint whose capacity is set by rainfall. Every transit spends fresh water from Gatún Lake, so a dry year is a capacity cut with no military or political cause at all.

How a problem here propagates
- Capacity is rationed by booking slots. When slots tighten, the auction price for a transit rises before any freight index moves — carriers bid against each other for water, not steel.
- The alternative for Asia–US East Coast is Suez or the Cape, both of which add sea days; the alternative for US inland cargo is to discharge on the West Coast and go transcontinental by rail.
- That second substitution is what makes a Panama drought a domestic story: cargo shifts to West Coast ports and onto US rail and truck networks, moving pressure inland.
- Drought constraints build over months and ease over months. Unlike a security event, the signal is slow, visible in advance, and forecastable from lake levels.
